A bit about Title X. It's the only federal grant program dedicated solely to providing individuals comprehensive family planning and related preventive health services. It passed Congress when Richard Nixon was president. The first President Bush was the author of the Title X legislation. At the time he said, "If family planning is anything, it is a public health matter."
